Alice noted that our annual budget, which was approved last October, is based upon
collecting dues on every lot for our income. As we all know, she stated, we do not
collect dues on every lot. Alice noted that we are $2,387.75 over the approved
budget. We’ll be running very tight until the end of the year. In fact, if we do
manage to collect all of the $4,253.87 owing on payment plans, we’ll just be $30.00
over our budgeted expenses. It is questionable whether we’ll have enough to have
the water tank cleaned in September. This will need further discussion.
Action plan: Discuss the water tank cleaning schedule.
LeRoy presented a road repair assessment payment plan for 1 owner.
Bob had a question for Alice regarding insurance and contract labor.

Treasurer’s report accepted.
Special Committee Report:
Policy Compliance Committee:
Three (3) followup letters were sent out regarding the Maintenance of lots (Article
VIII, Section 5, 2) letters. It is noted that one (1) of the owners have complied. One
owner has yet to comply or be heard from.
Action item: Discuss taking steps to levy fine(s) against the non
compliant owner.

From the President:
•
Welcomed all owners present.
•
Welcomed new owners Kim and Charlie Baisch.
•
LeRoy reported his back surgery was a success.
•
A water permit letter from the State of Washington was received. It placed us
in the highest category (green). This category means our system is
substantially compliant. This will be posted at the pump house.
•
The issue with Duke, the runaway dog from across the bay, who spent time
with Ken & Mavis Brown and the Hannah’s has hopefully been resolved.
Old Business:
•
Road paving schedule: the contractor is ready to go the first part of
September.
•
Several property owners have voiced concerns regarding water runoff during
blow-offs. A possible solution to divert the water was suggested by having the
road repair crew install asphalt berms. This would be at a cost of $5.00 per
foot with the costs being born by the property owner.
•
Lennea O’Roke: The latest issue to come to light a relative of an owner was
threatened by her dogs while out for a walk. This continues to be an ongoing
problem that needs resolution.
Jerry VanNoy stated that a small group of neighbors met several weeks ago to
address multiple serious issues concerning Lennea O’Roke. Jerry presented a
letter for the boards’ review, dated August 20, 2011 which had been given to
Lennea. Tom McDowell stated Lennea had been advised that this was strictly
neighbor to neighbor. The board was not involved at this point. Five members of
the group went to Lennea’s home to present their letter and concerns face to
face.
The letter given to Lennea specified that if she does not comply within two
weeks (by September 3, 2011), a formal complaint will be presented to the
Board and fines may be levied against her for her non-compliance.
•
Sewer issue: Tom Carroll’s sewer issue is resolved.
Unfinished Business:
Nuisance dogs: a number of dogs which roam freely were also discussed.
Beach sign: The sign has been ordered. Just waiting for the proof to arrive.
Ken’s report: The dumpster that arrived was the incorrect size from the one
ordered. However, 95% of the debris was removed.
The beach logs: all have been secured.
Mowing at the sewer plant: Bill was contacted by Steve. Steve noted mowing
had been done. The contract will be checked for this specific duty.
Fire hazard letters: due to the reduced risk the letters will not be sent out.
However, all owners need to be consistently monitoring and maintaining their
property for potential fire danger especially if the weather continues to be dry.
Dayna Hanson: an independent film maker will be partially shooting her film on
several properties within Taylor Bay Beach Club on September 2, 2011.
The Pump house: 90% completed.
The Beach mystery person: Identity was solved. He is a visiting relative of a
tenant.
New Business:
•
Lots for sale: An email was received from a realtor, Debbie Graham, Priority
One Realty, Inc. requesting information on 10 lots which are owned by Taylor
Bay Development Company.
Action item: Jim Larsen, Jerry Van Noy, Alice Carey, and Sue Hannah and
anyone else who wants to help will meet to further discuss and investigate
the concerns presented by the realtor.
